In the old days, when stamps had not yet been created, letters were sent to their destination by an official agent. When the correspondence reached its addressee, the latter had to pay a fixed fee according to the service provided.
Curiously, the amount depended on the distance traveled to make the delivery and not on the weight of the letter; moreover, the fee was paid when the delivery was received and not when it was sent. This measure, which was not entirely fair, gave rise to numerous disputes from those addressees who did not wish to receive such deliveries or who could not afford to pay the fee.
This stage in the history of the post, before the birth of the stamp and philately, has also attracted the attention of collectors and researchers.
